Illinois State Police Implement iWitness for Statewide Operations

Image-based photogrammetry software improves accident investigation

Bellevue, WA. - September 05, 2006 - DeChant Consulting Services (DCS), co-developers and sales provider of the versatile close-range photogrammetry system iWitness™, has announced the Illinois State Police (ISP) decision to adopt iWitness as an important component of their accident reconstruction and scene documentation. ISP’s implementation of iWitness will begin in September, 2006. iWitness will facilitate much faster accident scene recording, which significantly reduces road closure times for accident events and lessen the likelihood of secondary accidents.

ISP received $24,000 of federal funding through the Federal Highways Administration to support the introduction of iWitness and related digital imaging equipment. This grant includes state troopers trained by DCS in the operation of the iWitness photogrammetry system. With iWitness technology, the recording of a traffic accident requires only a consumer-grade digital camera and DCS-designed evidence markers. After very rapid image recording is completed at the accident scene, the 3D measurement phase is undertaken back at the office. This enables traffic disruption to be kept to a minimum and enhances safety for both ISP and emergency services personnel, as well as motorists held up by the accident. Based on the success achieved by other state agencies using iWitness, ISP’s on-scene documentation time is expected to be reduced by at least 50% as compared to traditional measurement methods.

“Using iWitness for over a year now, we’ve cut down our on-scene diagramming time substantially - in most cases as much as half. Since our department covers a large rural area, the crashes we use iWitness for are usually longer scenes due to higher vehicle speeds. iWitness has improved efficiency in scene diagramming methods during our fatality crash investigations”, said Lieutenant John Buck, Washington Co. [WI] Sheriffs Department, in a recent interview.

Lee DeChant, President of DeChant Consulting Services, has implemented close-range photogrammetry systems across the US and believes iWitness is the optimal image-based mapping technology for accident reconstruction, based on its low-cost, robust online data processing and its simple operation. DeChant Consulting Services has assisted numerous state and local police departments to implement photogrammetry technology, as it becomes a standard for police accident documentation and forensic measurement.
